WhatsApp Business API for AI agents in India

The short answer: to put an AI agent on WhatsApp in India you use the WhatsApp Business Platform (Cloud API), not the free WhatsApp Business app. Three rules shape everything: messaging is opt-in only, you can reply free-form within a 24-hour window (templates required outside it), and since 1 July 2025 Meta bills per message by template category. Get those right and an AI agent can handle WhatsApp at scale on the channel most Indian customers already use.

App vs API: which one do you need?

The free WhatsApp Business app is built for a solo owner replying by hand from one number. The WhatsApp Business Platform (Cloud API) is the Meta-hosted programmatic layer — it is what lets software (including an AI agent), a CRM, and automations send and receive messages at scale. The July 2025 pricing change

This is the part most guides are out of date on. Effective 1 July 2025, Meta moved from conversation-based pricing to per-message pricing: instead of paying per 24-hour conversation, you pay per template message delivered, priced by category and recipient country.

Opt-in, templates, and the 24-hour window

Per the WhatsApp Business Messaging Policy, you may only message someone who gave you their number and opted in, and you must identify yourself and offer opt-out. To initiate a conversation you use a Meta-approved template; Meta reviews, approves, pauses, or rejects templates. Once a customer replies, a 24-hour window opens in which your agent can answer free-form; after it closes you are back to approved templates only. Any AI reply pipeline has to track that window — it is the single most important constraint to design around.
